New Legislation Forum

The Scottish Partnership Forum has established the New Legislation Forum following a recommendation from the Research and Development Project Group.

The remit for the forum is to consider all proposed and enacted legislation of the Scottish and UK Parliaments which may impact on staff in the NHS in Scotland. This includes primary and secondary legislation and European Directives which may have "direct effect" as well as codes of practice and similar non-statutory guidance. The Forum will draft guidance on the implementation of legislation within the NHSiS for approval by the Scottish Partnership Forum.

The current membership of the New Legislation Forum is:

David Fraser Chief Executive, Dumfries and Galloway PCT (Joint Chair)
Margaret Pullin RCN (Joint Chair)
Bernard Scully Director of Human Resources, South Glasgow Hospitals Trust
Miss E M Campbell Director of Nursing, West Lothian Healthcare Trust
Jim Devine UNISON Scotland
Susan Russell GMB Scotland
John Terry BMA Scotland
Janet McGregor NHSiS Management Executive
Specialist advisors may be invited to attend meetings of the Forum and its sub-groups as required.

Draft guidance will be prepared in a common publication format and submitted to the SPF for approval. Appropriate subjects may be referred to the PIN Board for the production of PIN Guidelines. The Forum may establish balanced membership working groups to consider particular issues.
