Staff Governance
Staff governance is about how NHSScotland staff are managed,
and feel they are managed. The NHS Reform (Scotland) Act makes
NHS employers legally accountable for staff governance, in the
same way that they are already responsible under law for the quality
of clinical care and for appropriate financial management.
The Staff Governance Standard is the key policy document which
defines the five elements that make up staff governance. The Standard
also shows how staff governance fits into a broader strategic
framework, as well as describing the roles and responsibilities
of different groups in relation to the Standard.
NHS employers must be able to show that they have systems which
not only identify areas for improvement around staff governance,
but also develop and monitor action plans. NHS employers are required
to do this by using a self-assessment audit tool. This tool includes
both qualitative and quantitative evidence by which employers
can measure their progress in relation to staff governance, as
well as a number of mandatory statistics which NHS employers must
submit as part of the annual Performance Assessment Framework.
Progress is also measured by the staff survey, carried out at
agreed intervals.
This toolkit contains:
- the Staff
Governance Standard;
- the self-assessment audit tool, which now includes a data
collection form and guidance,
to allow statistics in relation to staff governance to be calculated
consistently across NHSScotland;
- the staff survey and guidance (not yet available); and
- a Health
Department Letter describing the processes in relation to
staff governance and what NHS employers must do in response
to this.
