Kerr Report – National Framework for Service Change in the NHS in Scotland

Welcome to the National Framework for Service Change in the NHS in Scotland website. This site is an important part of how we share information across health sector professionals and to health care consumers about the important work this project is undertaking.

Health Minister Malcolm Chisholm appointed an expert group on April 27th 2004 to take a hard look at how the NHS can plan and deliver better health care services in Scotland for the longer term.

The Advisory Group on Service Change in NHSScotland is being chaired by David Kerr, Rhodes Professor of Cancer Therapeutics and Clinical Pharmacology at Oxford University.

The group will develop a national framework for service change in line with the aims of White paper Partnership for Change to develop sustainable specialist services along with more local services delivered in community settings.

The group will not decide on current or imminent major service reviews by Health Boards. However , the work will complement future planning by Boards by giving a strategic national focus for the reconfiguration and redesign of services.

This work is being carried out by a small team from the Scottish Executive Health Department who will draw on expertise from across the health service and from local authorities. There will be engagement with the public and with community partners. The Scottish Parliament will also be kept informed of progress and will be given the opportunity to input.

All of the work described above will form the basis for a report to Ministers that will provide a strategic overview of the future shape of the NHS in Scotland.
