The Acute Services Review, published in 1998,
recommended that each NHS Board identifies an individual
to take lead responsibility for planning and commissioning
child health services in its area. The role of the Child
Health Commissioner was described in the National
Template for Child Health Services Each Health Board
area was required to appoint a Child Health Commissioner
(CHC) to lead the development of local Child Health Strategy,
to support intra- and inter-agency planning and to commission
child health services locally, regionally and nationally.
A member of staff in each NHS Board area was
given this lead remit for child health and took on CHC responsibilities.
The Commissioners are drawn from a range of professional
backgrounds including medicine, nursing and health service
management. The Commissioners began to meet regularly in
2001 to share knowledge and develop the commissioning agenda
nationally and in 2002-2003 the Child Health Commissioners'
Group was established as a standing group.
To support its work the Group includes representation
from National Services Division (NSD), Information and Statistics
Division (ISD) and SEHD. The Child and Maternal Health Unit
in the Scottish Government provides secretariat support.
The Chair of the Group is Lorraine Currie,
NHS Grampian and the Vice-Chair is Emelin Collier, NHS Western
Isles.
